Statement From Blair School Board RE: Anonymous Allegations

“Letter From Blair Schools” (Letter sent from Dr. Randy Gilson, and from Kari Loseke – Board President, and Courtney Tabor – Board Vice President)

It is disappointing to read the letter from “a concerned BCS teacher.” As Board Members of Blair Community Schools we are extremely proud of our school district, our students, teachers, staff, administrators, and superintendent. Kudos to everyone working in Education today. Your jobs are not easy and often criticized because of the public nature in which you work.  

We are even more disappointed in the carelessness of the Blair Enterprise. Printing a letter to the editor without a signature was reckless.  Letters containing personal attacks on individuals, as this one did,  lacked judgement and has caused  stress and divide in our school district and community. 

Therefore, we would be remiss not to address the contents of the letter. The District cannot comment on individual personnel matters, as those are strictly confidential under Nebraska law. This includes any questions regarding the employment status, performance, or internal responsibilities of any specific employee or administrator. 

The structure of authority within the District, including the roles of principals, directors, and the superintendent, follows standard practices across Nebraska public education. Principals exercise day-to-day oversight of their schools, while budget approvals, personnel decisions, and overall fiscal management are guided by Board-adopted policies and consistent with Nebraska Department of Education standards and auditing requirements.

The District’s financial and purchasing procedures are similarly standard and tailored to ensure compliance, transparency, and accountability. Purchases and expenditures are reviewed and processed through established channels, which may include verification by central-office personnel to ensure compliance with state and federal requirements. These procedures comply with state law, State Auditor guidance, and the school’s external auditing firm’s suggestions.

The District does have an adult education for individuals aged 18-21 who qualify for services. This program is done through a Cooperative agreement with the Fort Calhoun School District, who offers an excellent adult education program.  Sharing resources with neighboring schools and the Educational Service Unit is a common and often fiscally responsible way to service students.  

The Board and administration remain focused on advancing the mission of Blair Community Schools—providing a safe, supportive, and high-quality educational experience for every student. The District’s leadership team continues to operate collaboratively and in full compliance with law, policy, and sound administrative practice.

While anonymous opinions and speculation can distract from this mission, the Board remains united in their confidence in Dr. Gilson’s leadership and the dedicated staff who serve Blair’s students every day.

  1. i find it fascinating that the board feels it is illegal to comment on the PERFORMANCE of any district employee, particularly the Superintendent. Too often, superintendents forget their role (chief administrative officer).
    They do not make policy, but rather insure that board policies are carried out. Dr. Gibson is often guilty of forgetting his role.

      Nebraska law prohibits certain kinds of public comment by schools systems. Here are the relevant laws insofar as I can find them:

      Relevant Nebraska statutes:
      § 79-8,109 — Protects teacher and administrator personnel files
      § 84-712.05(7) — Exempts personnel information beyond salaries from disclosure
      § 84-712.05(5) — Protects investigatory records

      These laws allow confirmation of employment status but prohibit disclosure of the reasons for leave.
